If you have only one default Club Outfit for a club, that's the one the club will wear. You shouldn't need Fashion Authority to get that working. Does it work if you set only one outfit each for male and female, and play without mods?
Well I don't want every club member to wear ONE outfit. What I mean is that I made each club member their own unique, different outfits and I want them to auto-wear it when Club Gathering happens. The default club outfit feature randomizes who wears what if I made more than one club outfit. If you get what I mean?
