CAS CC Doesn't Show In-Game But Does Show at Startup

I got a new pc and installed the game from the EA app. I cannot get CAS CC to load. It comes up in the list that's shown at startup and the script mods and build/buy content all works but nothing not hair, makeup, clothes or any CAS CC appears in the game. I waited until after the 5/12 update to see if that was the issue but even after updating it's not working and my old pc still has working CC

I've tried deleting the localthumbcache.package

I've generated a new resource.cfg file, I've even edited it to add more /* 

I've tried only putting a few CAS items and I've tried removing all mods except CAS CC and it's specifically the CAS items that don't show in game but do appear on the show at startup list. 

And I also even took them out of the folder called CAS and just put them directly in the mods folder.
