Aspiration Points Not Able To Spend

After the most recent update, suddenly my aspiration points no longer spend. Some of my sims, their aspiration points are back in the bank, like they've been returned, but I can no longer get new traits (like cold acclimation, storm chaser, etc). Also some of my sims are no longer participating in holidays. Like 3/4 of my household will have the holiday activities to participate in to earn aspiration points and one family member won't. I have repaired the game, im not using any Mods, and I even uninstalled and restarted the game without my saves to see if my saves were corrupted and it appears to be related to the game not my saves. I hope this makes sense, would love some help.
