Bills can't be paid after initial interaction

Steps: How can we find the bug ourselves? Paying the bills via mailbox interaction, unaware if this applies to other potential methods
What happens when the bug occurs? The 'water' and 'tax breaks' bills are paid, but lot taxes and electricity remain unpaid. The option to pay off the bills gets outright removed, with the bills increasing slowly over time on the same day even when the game is paused
What do you expect to see? the ability to attempt to repay bills (if any remain after the first attempt) if nothing else, but making sure that it pays all the bills before exiting the menu as well as being able to pay future bills without the option being removed
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I am uncertain exactly how common this bug occurs, as I'm a new player to the game; however, it ends up causing a snowball effect that prevents me from paying future bills. as mentioned, this occurred when I tried to pay the bills via the mailbox
