Can’t try for a baby woohoo, option doesn’t come up even with relationship maxed

No woohoo option or try for a baby is appearing in my game. I have maxed out their relationships and still no option. I have tried clearing cache,debugging sims, restarting game. I have little to no CC and no mods pretty much just base game.
