cant alt-rotate objects and cant to move camera up and down

first time i noticed this after opening up my game after a few days, i was unable to alt-rotate objects in build mode and unable to move my camera up and down using keys, it has happened before, that i was unable to rotate my camera left and right however closing and opening the game again fixed this issue, its not the case this time. idk whats causing this

    im playing on windows 8 system (have since repaired game and removed all recently installed mods and script mods are up to date but i still experience the issue so idk if a in game bug or a mod is causing it)

    I had to get a new laptop; installed sims 4 and I can't rotate objects and the mouse won't let me move around correctly - HELP!!!
