Yes, if it is a .package file all you need to do is place it in the Mods folder. She was mistaking .package files for zip files. If you do download a zip file you will need to extract the .package file before you place it in the mods folder.
Just to clarify. .package files do not need to be opened. She was trying to open one. Just put it directly in your Mods folder.
