I deleted my UI cheats mod, and it's still all glitchy...

@AMistyShadow5995 Did you also delete the file called localthumbcache? Also, please check for duplicate UI Cheats files in that Mods folder and that you don't have a second Mods folder and are in the wrong one. See
https://sims4.crinrict.com/eng/2018/07/how-to-find-your-user-folder/ Because it's UI Cheats that's the cause of that very specific glitching.
While you're doing mods, also check for anything relevant to you in Broken/Updated Mods & CC
