Custom active career only allows sim to get demoted and not promoted?

After I fixed demotions not working the last time, the opposite happens now, they don't get promoted. I suspect that evaluate_career_performance function is failing and not calculating correctly, because the next promotion shows up when I hover over the career icon.

    I can look into this, but it might take a while (I have a backlog of modding issues to investigate). Please post any findings in case you (or someone else) gets to this before I do.

    Simmythesim solved the problem a while back, the XML and Data were pointing to different promotion goals.
