I just got this too, and I'm gardening like crazy. I also had to pay to have the inspector "overlook issues" before the Green Gardening NAP was instated. But I have no idea why because I was in compliance with all the NAPs before as well!
It seems like the inspector comes randomly and always finds a problem no matter what.

No the inspector only fines you for things where you are not in compliance. Look at your notifications he will state what NAP you are not in compliance with.

Clearly that's the way it's SUPPOSED to work, but we are reporting what appears to be a bug.
I have a huge garden, but I was fined for not being in compliance with the green garden initiative.

When I moved from an apartment into a house, I built a greenhouse and added some windmills and solar panels to the roof of the greenhouse & the house itself, all of which you CAN'T do in an apartment. Inspections have come by twice and I've been in compliance both times. I also updated all of my plumbing with eco parts (which I also did in the apartment BTW), but I wonder if the flexibility of living in a house as opposed to an apartment lends itself to being more successful as an eco-friendly resident.
Either way, I wish the game shared more about what impacts the "greenness" of your neighborhood. Like my city went green for like a day, then went back. And I'm storing both power & water, but that fluctuates greatly each day - sometimes it's positive, other days it's negative. I guess I'll have to wait longer until other gamers begin posting on their blogs & YouTube pages their gameplay & things they've learned. I'm updating my home with eco-parts daily and STILL haven't figured out how to get my home almost perfectly eco-friendly.
