I have a similar problem. An NAP person came to my house and said I wasn't following the Green Gardening action plan even though I have a garden and have been upkeeping it before the action plan even started. Three planter boxes at the side of my house. I'm pretty sure she only even checked the front.
A bug box or a Bee box is required. The inspector always only comes to the door but "inspects" everything.
Well, that is good to know. Too bad that the game made NO indication of that being the case...
