So, the error is happening at lot-loading? If you do a vanilla test, does it work for that save? Follow these exact instructions:
Drag the Mods folder to the desktop and rename it, delete the file called localthumbcache, open the game to test, and exit without saving.
Please also test this:
If you move the household to another lot - one that comes with the game and hasn't been edited - will it load?
