I had this issue. Pretty sure it was Twisted Mexi's Searchable Pose Player script that caused the problem. I took it out and suddenly it was working fine.
i was having this problem and i think i found the mod, im gonna test further to see which one it is but its a twistedmexi mod, possibly all of them but i had taken them all out of my game because i saw they were broken and it immediately was working again. the ones i took out were betterexceptions, searchable pose player, always testing cheats true, always moo, always full edit mode, always free build, and smarter pie menu. im going to try to figure out which one specifically it is though. i hope that can fix your problem too!!
WOW Thank you I read you message and another commenter message who said twisted mexi and names a specific mod I knew I had the( searchable pose mod) took it out and started my game and it worked. you are awesome!
