Game keeps going back to world menu

Game launches but will not load any households in any words. I can click "resume game" and it just keeps going back to the world view menu. I cannot get any save file to open to check what else is missing or wrong in the world. I removed mods, reinstalled the game, tried to run a repair on the game, and it still will not load anything at all.
