Game not launching with mods

I have been having major issues around my EA app and the Sims 4. Basically, whenever I run TS4 with an empty mod folder, everything loads and works fine. However, whenever I put any mod in the mods folder the game fails to launch (Error screenshot provided). I have literally factory reset my computer and reinstalled windows, am using up-to-date drivers, have deleted and remade the Mods folder, have tried 50/50 method (It doesnt run when ANY mod is in the folder, cc or not) have reinstalled both the EA app and TS4 on different drives, have cleared the cash, and verified files. If anybody can help please give me something.
