Game not saving, progress resets upon transition

Steps: How can we find the bug ourselves? Progress through the game in any manner, followed by exiting to manage worlds, or saving and exiting to main menu or closing the game.
What happens when the bug occurs? All progress is reset, including changes to lots and simoleons.
What do you expect to see? Game progress should be saved and not revert to how it was at the beginning of the sitting.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Emptied out every file from my mods folder, leaving a fully empty mods folder
It becomes evident when progress is about to reset itself from the map preview. Windows that I should have deleted and replaced with other windows will be added back and all placed furniture will be removed.
