Game won't recognize mods folder or regenerate it

I removed my mods folder prior to the latest update, and I waited until my mods were updated before adding the folder back. Since adding my mods folder back, my game does not recognize my mods folder. I have tried creating a new mods folder manually (the game also will not create a new one automatically for some reason), I have tried repairing the game, uninstalling and reinstalling everything, clearing my cache folder, making sure things aren't stuck in OneDrive, making sure that my mods are not buried in multiple folders, and making sure mods are enabled in game and no matter what I do nothing is working. I have also done the suggested deleting gameversion.txt and options.ini files, and that did nothing at all, and those files are also not regenerating after opening up the game, and I have no idea what is happening because the game is running fine otherwise. I have done everything I can think of, and I can't seem to find any answers online, so any advice would be greatly appreciated because I am desperate at this point.
