What I noticed is that it only affects the terrain. Where floor tiles have been set, the floor looks normal. And you only see it at certain times of the day.
In Tartosa it is mainly seen at noon and at night. And the shadows on the deco buildings in the world look weird too.

You need to test in a clean game folder, not just moving out a few files/folders. Move or rename the Sims 4 folder in Documents > Electronic Arts then launch the game so it creates a new one. Then go to the Lots you're having problems with and see if it's still there.

@BluebellfloraHi, have now tested it in a clean folder. The shadows are still there.
