Growing Together Dad leaving babies alone downtown

Am I the only one who is having issues w/ dads in the Growing Together pack? My sims have twins--and that may or may not be relevant. Every time Mom goes out--goes to work, goes to the flea market, etc. and leaves Dad and the butler with the babies, she comes home to find both Dad and the butler are home but one of the babies has been just left to crawl around on some random sidewalk downtown. And the other baby is having a complete meltdown and screaming his little head off because they're stuck in a green stench filth fog and desperately hungry. The butler does not have the attending to minors turned off but he walks by the baby and just smiles and waves at him and keeps walking on past.  What the sam heck? If I were this mom in real life, neither of these guys would be left with any children ever again.
