Households will not load with ANY mods/cc

I have tried literally everything this point. I have not touched my game in about 2 months, so i did expect to have to do some major cleanup with my mods folder. At first I updated all of my script mods and completely sorted through them, making sure to continuously launch the game to check. After I did all of that I searched every forum I could to find any obvious mods/cc out of date. Then I cut my losses and tried the split method (I was trying to refrain from this as I do have about 20,000 files in my mods folder). This lead me to the realisation that even with a singular file in my mods folder, regardless of what it was, was causing my households to not load and send me straight to manage worlds. 

Please note that I have tried repairing my game and deleting the cache files. I am trying to look for answers before I uninstall and reinstall again as I really don't want to sit and wait a billion hours for that (I live in Australia so my download speeds are AWFUL).

If anyone could give me ANY help that would be greatly appreciated. I plan on buying the new pack this week but I cannot play without mods.
