When you create the game, it creates the Mods folder (you never need to make the folder yourself). The correct location for that is shown in How to Use Mods and CC. If you have OneDrive or a similar syncing program, be sure it's not touching anything Sims 4 related. You can get support for how to do that in the tech support forums for Sims 4.
