Industrial/Bad Air Quality
Hey, so I have no CC, no mods, etc., and almost all expansions, stuff packs, etc... My issue is that I have all my eco selection turned off but for some reason they have bad air quality, and smog eve...

The harbor area in the ECO world by default is polluted So even though you have turned off neighborhood voting it will still be polluted.
Also if you turned off voting after playing for a little while something that cause pollution may have already been voted in.
