Missing Pie Interactions (mods) and unable to repair and clean.

I've already renamed the sims 4 folder as The Sims 4 Old before your suggestion - and its regenerated a new save game still with issues. The interactions were still missing from the game. I don't know if doing it again would be worth it? Will this ever get resolved?

Cintrinsic2000​ With this exact workflow, are you missing pie interactions? 

1. Rename the Sims 4 user folder (the one Mods is inside of)
2. Start the game. You should have no option to load a previous save. If you do, please stop here and tell me. Look for any Main Menu issues.
3. Start a new game and see if you can do the interactions you previously couldn't. If not, save this game as a test save for Bug Reports.

If you still have issues at this level, please take a screenshot of the user folder that you renamed.

The main menu is missing characters still after a fresh save, and interactions are still coming and going.

Still no luck! I reinstalled the game, renamed the folders, deleted the local thumb and cache, added sims 4 to exceptions on my antivirus software, deleted ea app cache, deleted files from bin, and repaired the game. I'm at a loss

Cintrinsic2000​ Navigate to where the Mods folder is: Documents > Electronic Arts > The Sims 4. Give the Mods folder in there a new name. This will make the game create a new empty one so you can test without mods. 

If you've never renamed a folder, there should be some YouTube videos about how to do this.

What do you mean by rename the mods folder?

It's a mod by lumpinou. Some of the interactions are missing and others don't appear at all on npc sims. I've tried the game in vanilla, reinstalled it, and cleared cache and repaired it. Is there anything else I can do?

Cintrinsic2000​ What's a vanilla save RPO? You need to test a true vanilla save:

1. Rename the Mods folder
2. delete localthumbcache
3. start the game and test in a new save
4. now test in your regular save, but exit without saving
