That's a more direct link to the file... scroll down in this post to where it says:
Download
Installer
Zip
and choose the Installer version, it's EASY to set up, does most of the "work" for you.
It won't remove cc from sims already wearing it, I don't think (not sure), but unchecking that flag WILL keep those pieces from being used when NEW sims are made.
I clicked on the link you provided, but i got this message instead.
You do not have permission to access this thread.

I don't know how much cc you have, or we're talking about (what I'm about to suggest may be more trouble than it's worth), but you *could* temporarily blacklist your cc and wait for a Cleaner run (Su, Tu, Th) for those items to be removed, but this would happen to ALL sims, not just NPCs. It would work for fixing the initial issue, but it will put you back to square one, and you'd have to reapply your cc to the valid sims you *want* wearing it after the cleaner run, and after you remove them from blacklists.
I have a lot of CC. LOL I will prob just leave it be.
Maybe you need to be logged in? I have my page set to keep me logged in, that link works fine. (Duh, I posted it, no kidding, right?) I know you can go through the Creator Studios without being a member of s4s, but, maybe they want to know who all downloads their program?
That would be the only reason you couldn't get there that I could think of, that you either aren't a member, or aren't logged in.
Okay.. I had a bit of a brainfart and didn't realize I needed to be a member of the site you linked. I created an account. I've got it installed now, but what flag do I need to uncheck. I don't see what you mean.
Bring up a piece of cc in S4S. On the left, under File, you want to be in Studio view (not Warehouse). On the right, 3 tabs say Swatch and Texture, Categories, and Meshes. Choose Categories.
First heading is Age and Gender Flags. Scroll down to the BOTTOM. Last heading is Part Flags. That's the one you want. Uncheck where it says Allow for Random, and that piece won't be added to any more new NPCs. There's also an "apply to all swatches" button to make it easier to disable the whole item, instead of just blacklisting (like with MC) one swatch at a time.
There is a batch cc fixer at S4S, but you'd have to look for it, I never needed it. But I think it's FOR this sort of thing, so definitely check for that. Maybe somebody who's used it will add more.
