Mods and CC are not working in long time

Hello fellow simmers!

I have an issues with my mods and cc that is not letting me to properly enjoy my game since April.

So basically what happened is that after another updates the mods were deactivated. And it was not a problem to activate them again but this time it didn't work. I tried all the ways that usually worked for me but still no positive results.

I play on windows with steam so I tried to recover my game with steam-didn't work.

I tried to take out all my mods so the new mods folder would be created and also deleted local thumb cache and config from the games files-didn't work.

I tried to find some broken mods and sort them all, make sure that they are all updated but still no any improvements. The game is working but mods don't show up and all the time I have a window that says that mods are disabled no matter what I do. 

If you have any ideas what else can I do to make it work please tell me because I really don't know what else can I do to fix this issue and it's so sad for not being able to play the way you used to.
