My sims won't woohoo, kiss or boy/girlfriend

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.90.358.1030
What expansions, game packs, and stuff packs do you have installed? All of them except Journey to Nabou.
Steps: How can we find the bug ourselves? None of my single sims have the woohoo option. Let alone options to ask for another Sim to be their boy/girlfriend. Even when I turn off the mods and scripts, it remains the same. The Sims are all at the default setting so it's not that.
What happens when the bug occurs? I had to start a new game and I've played two families and the kiss, woohoo, and ask to be boyfriend/girlfriend options don't appear on the menu. I even went to another place where there were woohoo locations and there still is no option.
What do you expect to see? The chance to kiss, woohoo or ask to be a boy/girlfriend.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. It's the current patch from this week.

    I took your advice and tried to do more romantic options and the woohoo, kiss and boyfriend options appeared. I guess I was just being impatient.

    BTW, I tried to make a new game (with the mods and CC turned off and the Mods folder on my desktop) and still ran into the same problem, my single sims won't do the things I've mentioned.

    @yhuntresse I tested your save and tried the one curious brother that already has a romantic relationship.

    I didn't get the interactions at first but after doing a few romantic interactions it appeared. Maybe the relationship you have is just not high enough ?

    Did you see it with maxed out relationship ?

    @crinrict, yes, I still had mods running when I noticed the issue, so I intend to try it again in a new save without mods when I get a chance. Still travelling today, though, so it’ll probably be tomorrow at the earliest.

    When I played with Wonder woman, my love and friendship is half-full with Buzz Grunt and I still can't kiss, woohoo or make him a boyfriend. I'll try with an even fuller meter with the Curious brothers and her and see if that helps after I get back home from work. Thanks for looking at my save.

    @crinrict, I made it to my destination early, so I tried a new clean save, no mods. Romantic interactions are normal now. Must have been a mod causing the issue I was experiencing.
