[NEEDS SAVES] No option to cook Japchae

Cozy Celebration requires you to prepare Japchae to complete to quest, and my sims culinary skills are maxed out, but Japchae does not show up in the list of meals to cook.

@Babakika Are you using any mods/cc and if so, did you test without them.
