No option to hire waiters or hosts

Question

Hi,When I go to hire employees, I can hire chefs but there are no options availible to hire waiters or hosts, and they are required to run a restaurant.I have already removed my mods, with no luck. I have also tried with a fresh sims 4 folder, which did not work.Is there anything I can do to fix this?

@jessicabin  You said you made a fresh folder. Did it also not work on a new save on that ? Without anything put back ?
