When my neighbors make noise my sim knocks on their door and asks them to stop making noise and the neighbor agrees and goes into his apartment and never stops the music

You may want to consider writing a noisy neighbour complaint letter to formally address the issue. This can help document your concerns and encourage them to take your request seriously. If the problem continues, you’ll also have a written record for further action.
