not able to download custom content

hello, so i system restarted my computer so had to redownload EA and the sims 4, and when I did there was no longer a mod folder. ea says you can create your own but I tried that and the custom content wasn't in the game. is there a certain place I need to put the mods folder in to have it load in game? (its currently just in the sims 4 folder in my D drive) TYIA!!
