Parenting Skill Book Acting as Regular Non-skill Book

How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? Adult werewolf sim married with 3 children (two teens, one child). Parenting skill currently 8 and has Super Parent aspiration.
What happens when the bug occurs? Selecting "Read Parenting vol 3" results in the sim reading the book like a regular non-skill book and doesn't give skill gain. "Reread" does not appear as an option after the sim finishes the book.
What do you expect to see? When my sim reads a skill book, he should gain that skill.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I don't use skill books but got tired of grinding parent interactions so I don't know if this is an issue with all skill books or not. I haven't received any in-game notices that the sim can't progress via books. I'm just trying to finish out the skill portion of the aspiration.
