Go to game options and check that the " enable custom content and mods" button is ticked, and also that the script mods allowed button is ticked as well. If they aren’t , tick them, exit the game, then reload the game.
Both of them are check in green
Perhaps try redownloading the mod/cc again and see if that helps. Make sure that the mod/cc is for sims 4, and not for sims 2 or sims 3.
