You have to click on the uniform in your inventory to put it on. Then go to the holotable in the First Order warehouse in the the First Order district. You should get an option on the holotable to get the plans.

I've done the stuff and I never got any of that in my inventory...so what do I do if it's not there....?
Same! the uniform not in my inventory and when I try to interact with any of the officers of the FO it wont give me any action anymore..
