Neighborhood stories does not marry sims, place sims on lots, nor move them between households.  So, you have something else going on.  If you have MCCC, that mod will do those things.  So, you need to check your MCCC settings to disable NPC marriages, moving sims, etc.  Most of the settings you will need to adjust will be in the Population module but there are probably a few things you might need to adjust in other modules like the Pregnancy module.  There are other mods that might do this too, so you really need to check all that you have to make sure none of those are causing what you had happen.

Before NS, I played with MCCC and had story progression on.  I had the same thing happen with Simeon back when RoM was new.  He had been moved onto a lot and had a wife and a couple of kids before I caught it.  But he never lost the Sage role.  I moved them out of the lot and took the household to CAS and deleted the wife and kids, leaving him alone in the household.  As long as any of the Sages are not made playable by placing them on a lot and opening the household in live mode, they will continue to hold that role.

    Neighborhood Stories does indeed move Sims into lots. One of the settings for Neighborhood Stories is Move In, and the tooltip for Move In says, "Households may move into unoccupied lots of any Residential world." I've had quite a few Sages move into houses.

    Mods? Never used.
