What platform are you playing on?  PC, Mac or console?  

If you are playing on a PC or Mac, are you using any mods or CC.  If you are, then you might have a broken or outdated mod causing it that you will have to hunt down and remove or update.

And have you tried a game repair?

    @CGrant56 hey, I just want to let you know that I've unabled all my CCs/Mods and it fixed the issue! Bugs solved!

    For now, I'll be checking one by one which CC/Mod is broken.
