"Read" action is missing for a book

Which language are you playing the game in? Русский язык
How often does the bug occur? Every time (100%)
What is your current game version number? 1.93.129.1030
What expansions, game packs, and stuff packs do you have installed? All of them, except for EP 04 «Cats & Dogs» and SP 14 «My First Pet»
Steps: How can we find the bug ourselves? Click on the book outside the bookshelf (lying on the floor/table).
What happens when the bug occurs? When the book lying on the floor/table/etc. is clicked on, there is no "Read" option.
What do you expect to see? When the book lying on the floor/table/etc. is clicked on, therу should be the "Read" and other relevant options.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Please describe the patch or change you made. This bug was discussed here - https://answers.ea.com/t5/Bug-Reports/FIXED-Sims-can-t-read-books-or-learn-skills-from-them/td-p/668... The same issues is happening for me with the last update 1.93.129.1030. The bug is not related to mods/specific family/world and appears all the time. It was tested the vanilla game with no mods and a newly game-created The Sims 4 folder, and the issue stays. When I downgraded to 1.91.205.1020, the issue doesn't exist anymore.
