Sims 4 not opening due to mod, but I no longer have it installed

I just got a new computer, a real one, for gaming so I can run my Sims game much better and not have it fall apart after having a couple of mods. I've used mods for years, from Sims 3 to Sims 4. I put all my custom content on a flash drive, and I moved them onto this computer to put into my new Sims 4 game on here. after doing that, I kept getting the same error message that it cannot open due to a mod and named the mod and area it was located. It was a Savage Sims fitted shape mod. I saw that and immediately removed anything with Savage in the name. all of it's out of the folder, so I try to open it again, and the same message with the same mod listed for reasons behind the issues. I removed all my CC in chunks to see if it was hiding anywhere, still had the same error. I finally left one single cc in the mods folder, and it still did not open and gave me the same error. The game WILL open without any mods or CC in the folder though. So I went to Chrome and downloaded a random piercing set cc to see if it's just my old CC and if I can just restart, nope. same error. I deleted the localthumbnailcache package too. nothing. same error. it occurs whenever there is any cc or mods in the mods folder. I repaired my game as well. I JUST downloaded it last night and now I'm running into issues. does anyone have a fix for this?
