Sims can’t get married at arch or elope

I have two sims that are engaged and while I had one interact with the other, I noticed that both the elope and plan wedding event options were greyed out. When I hovered over the options, they both said ‘Cecilia is already engaged!’. Cecilia is engaged, but to the Sim trying to marry her. At the wedding arch, it does let me click the option but the action doesn’t show up in the queue. I’ve restarted and repaired both my computer and the application, and I still have the same problem. Please help!

BTW: I do use mods but this hasn’t been a problem in the past
