Sleep function and clean up function not working

My sims have been unable to perform the sleep function. They only have the option to nap or relax. There is no radio or TV on or noisy neighbors. Also, my sims are unable to clean up dirty dishes. There is not even an option to select them, they act like decorative objects with no option to select.
