Strangerville Mod?

I'm not sure, but if you often start new saves, you could start a game, go through the story once until the town is normal, and then save that as a template save for whenever you want to start a new one. Then you wouldn't have to keep a mod in or worry about it every time.

There is, you just have to have a sim do something, which doesn't take very long.
