Unable to move in household in new save

I can't move in any households in my game. I deleted all of my script mods and most of my other mods that impact gameplay in some way. I've restarted and cleared my cache but I still can't move in a household on a new save file. Every time I get to the move in world screen, there isn't a little moving truck icon like usual when I click on an available lot. I have tried everything I know how to do and I can't figure out where the issue is.
