Is this happening in your game only when you place that particular home that you built?
If you use mods/cc, try moving the whole mods folder to another place, delete the localthumbcache.package and then test to see if the issue remains without mods/cc there.
update - just as i thought it would, it works perfectly fine. this is upsetting lol
If there are no issues with placing the house with no mods/cc in your game, but issues when mods/cc are there, then you may have broken mods/cc. This link explains how to test for broken mods/cc
