Visual bug

I've had this issue for a few months now. At first, it was only the first image depicted, which was not too bad since I could figure out where each symbol was. However, yesterday I launched the game and my building settings looked like the second image, making it essentially impossible to build. I have a fair amount of mods installed, but this was a gradual thing so I'm not sure if it is one of them.
