I recently contacted tech support about a bug or glitch that ive had appear 3 or 4 times in the past two days. My Sim has the sleeping action, yet he does not actually go to sleep. Putting any other actions in the queue will get THOSE actions cancelled instead. Cancelling the stuck action does not work to clear it either. Hopefully this gets fixed, but if you get this too, try saving the current game in a new save. It seems to have cleared my sim of the action for now.
I've had something similar happen to me many times. Occasionally my sim will get stuck with an action that I can't close, but I can still control him and he can do anything else. Like the stuck action isn't even there. This also happens with the conversation bar- so it looks like my sims are talking to each other but they're actually not. The skill bar will sometimes get stuck above my sim's head as well. The only fix I've found is to travel to a different lot and then come back... maybe you could try that?
