Adult Sim won't bath Toddler.

I have tried several times in various bathrooms to get my adult Sim to bathe my toddler Sim. I've even tried having the toddler ask for a bath however the adult acts like something is blocking their path, even though nothing is. It does the same thing when standing next to the tub. 

It seems to be more then just the bathing interaction, it seems to be all interactions now. When I try to have my sim do anything with her toddler, pick her up, put her to bed, etc. Anything that requires her to touch her she wont do. She has the same reaction as in the video below.

I've had similar issues of the sim reacting like something is in their way on other tasks as well but eventually after like the 3rd or 4th try they finally do it. Or if I move them to another part of the room or space. However that doesnt work in this case.

I'm playing on a Playstation 4, both the system and game are up to date.
