Both Xbox accounts need to be signed in to play sims packs
I bought all my sims packs (on Xbox) with 2 accounts signed in (used "switch account" instead of "sign out" when playing/buying) but now I notice that a lot of my packs won't load in when I'm just playing on my profile without my spouse's signed in as well. Is there a way to get them to be just on my profile or will I need to always have my spouse signed in also to play my game?

If some of your packs were bought on a different account and you're currently game-sharing that way, you will need to have both profiles signed in to access everything while you play.
