CE-118877-2 - Sims 4 License Broken on PS5 (Unable to Install)

I've owned Sims 4 through Playstation for YEARS, but after switching to PS5 (actual years ago), I've been unable to download the game. I get error CE-118877-2. The license shows as valid, I've restored licenses, rebuilt the database, changed console sharing settings, and even purchased the Digital Deluxe Upgrade to try and force a refresh. Still nothing.

I've contacted EA. I've tried contacting PlayStation Support. EA is impossible to get help from directly and PlayStation redirected me here. They said this appears to be a broken entitlement or license handshake between EA and PSN. Please escalate this issue to technical support.
