Cheats enable then disable

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.15.2.2300
What expansions, game packs, and stuff packs do you have installed? Cool kitchen stuff, luxury party stuff, perfect patio stuff, vintage glamor stuff.
Steps: How can we find the bug ourselves? enable cheats, type "testingcheats" or enter a cheat, it either says "cheats are disabled" or the cheat you entered won't work
What happens when the bug occurs? I enable cheats then they automatically disable
What do you expect to see? The cheats not disabling themselves
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.

This has been happening for a while now, at least 3 weeks. I don't know if ts4 did this purposefully or not but it's really annoying me. I've tried everything that's come to mind, uninstalling the game, going into different areas of the world, going into different worlds, enabling cheats; disabling them and then enabling them again, going into different saves, etc, but it doesn't work. What's happening is when I go into the cheat box I enable the cheats with no problem, I enter a cheat, nothing happens, I enter "testingcheats" and it says they're disabled (yes I spell checked multiple times). Any advice please?
