If you have an active Xbox Ultimate membership, that would include an EA Play membership as well. With EA Play, Get to Work is included with that membership, so that's most likely where that expansion has come from on your account.
For Werewolves, if that's no longer showing under your Add-Ons to download again, please look over the purchase history for your Xbox account to be sure there were no purchase issues with this transaction, and to verify that this pack was purchased on the Xbox account you're currently logging in with. If Werewolves is not showing there under your purchase history, you'll need to get in contact with Xbox support as this purchase is made from the Xbox store directly on your console so they can review the transaction details with you further and see what's going on.
