if i reinstall the sims4 on my xbox will i lose all my packs?

Reinstalling the game from your Xbox will not remove your access to your owned packs and expansions. You will have to reinstall the packs though, but they'll be available to download again free of charge 

I am not a pack I bought a university pack and got a new Xbox so I transferred all the stuff from my old Xbox to my new one by signing into my account now it says I have to buy it again even though I paid for it a while ago and I do not know what to do
